“eVidnovlennia” is a government compensation program for homeowners whose properties were destroyed as a result of military actions and cannot be restored. After verification by a special commission, the owner receives a housing certificate in the Diia app, which has a defined monetary value and can be used to purchase new real estate. As of today, the program is fully operational: transactions are being completed, funds are transferred, and the cooperation between banks and notaries has been streamlined.

The certificate allows you to purchase real estate in any region of Ukraine where transactions are permitted. The program allows the purchase of apartments, private houses, and townhouses. The property must be officially commissioned, must not be classified as unsafe, and must have no legal encumbrances. Properties under construction or with legal issues are not eligible.

The buyer needs a basic set of documents, including a passport and tax identification number, the certificate in the Diia app, a bank account, and a property valuation report, which is usually arranged during the transaction process.

When choosing a property in Kharkiv, it is important to consider safety, including the availability of a shelter nearby, the condition of the building, the stability of utilities such as heating, water, and electricity, and whether the market price corresponds to the certificate amount.

Transactions involving state funds require maximum legal transparency. The property must not be under arrest, mortgage, or any encumbrance, the seller must open a bank account to receive funds, and a full legal due diligence of the property must be conducted.

If the certificate amount is not sufficient, the buyer can cover the difference with personal funds, either in cash or via bank transfer. Another option is to combine the certificate with the “eOselya” program, using it as a down payment while financing the remaining amount through a government-backed mortgage, subject to bank approval.
